The ratio, which measures crawled web pages versus referred visitors, is critical for publishers as AI increasingly answers queries in-place, potentially reducing referral traffic compared to traditional search engines.

Reported crawl-to-refer ratios for Anthropic, for instance, varied dramatically from 70,900:1 to 2,237:1 within a 13-month period, all attributed to Cloudflare data.

These wide variations stem from four specific denominators in Cloudflare’s calculation that are frequently overlooked when the figures are quoted, according to an analysis.

The first factor is the data collection window, which can alter the scope of activity measured. The second involves the aggregation of different bot types, which may not all behave identically in their crawling and referral patterns.

A third contributing factor is the specific set of websites included in the sample from which the data is drawn. Cloudflare’s methodology also acknowledges an incomplete capture of referrals originating from native applications, presenting a fourth limitation.

Cloudflare explicitly documented these methodological details and limitations when it first introduced the metric in July 2025, a company statement indicated. However, these contextual details are often omitted when the figures are cited publicly by various entities.
